Understanding the importance of work histories in determining poverty in old age: national insurance contributions and later life income

Abstract:

Analysis of pensioner incomes is regularly published by the Department for Work and Pensions (DWP). While much is known about the income position of current pensioners and the characteristics of those on low incomes, there is relatively little evidence about the life experiences which lead to these outcomes. The project will build on our understanding of the factors that lead to differences in income between older people. It will use data from tax and National Insurance records, which has recently been linked to a large longitudinal survey of older people (the English Longitudinal Study of Ageing) to explore how far differences in people's employment experiences can explain variations in the incomes received in retirement. The research will control for a range of other factors (such as gender, education and social class) so that the specific impact of work histories can be properly identified. The results of the project will help to inform the development of policy in DWP, by providing a better understanding of the causes of low income in old age.
