Abstract:
This 10-month part-time UPTAP fellowship builds on existing work,
skills and knowledge to develop capacity in visualization within Leicestershire
County Council (LCC). The fellowship aims to: develop key skills in
the visual analysis of geographic information; apply these to analyse
customer data and inform service provision; share the knowledge and
skills and embed them in local authority practice; develop mutually
beneficial links between local government and academia. Visualization
is applied to a rich spatio-temporal data set maintained by Leicestershire
Library Services (LLS) to increase understanding of population trends
in Leicestershire.
Methods for skill upgrading draw upon existing work and resources
including the award winning learning environment at City University
London. A range of flexible technologies provide scope for visualization,
including: mySQL; PHP; KML; SVG; JavaScript; HTML; CSS; Tcl/Tk. Marketing
techniques form the basis of the analysis following successful pilot
studies. These methods will be combined to explore research questions
involving the identification of:
'best users', behaviours relating to priority groups, patterns in
space and change over time.
Results will be communicated through seminars, articles and presentations
at meetings relevant to local government, academia, the library sector
and the UPTAP community via local, regional and national fora.
